No. Snow lit primarily by the blue sky will be blueish in tint. Snow lit by the setting sun will be orange-ish. Snow under overcast skies will usually be neutral. And snow after a dog passed by will be yellow.

And if pissed on will have a yellow tint

This is basic color theory.
There is never pure white or black (or green or yellow or red etc)
Cool thing: if you shine and orange light on the object the shadow it casts will have a blue tint to it. Green light red shadow, yellow light purple shadow and so on.
