Can others edit my Photos
Photos NOT OK to edit
Is there some kind of program I can use to rotate the picture ever so slightly? It's really annoying to me when I think I take a good picture then get home just to find out it's slightly at an angle (hard to tell on the camera's preview). Does canon's digital photo professional have an option for this?

You can download GIMP, it is very similar to photoshop but you can download for free.

I already have photoshop, is there an option in there that does this?

Image>Rotate>Clockwise> Counterclockwise

You can crop then put a slight rotation to it if I understand you correctly.
By doing this you select the crop tool, select area, then go to a corner and you will see a rotation tool

EDIT:
or do what Derrel said

best way to do this in photoshop is to select the ruler (its hidden under another tool on the left, just look through the toolset). Draw what you want to be horizontal (or vertical works too I think). Then do Image>Rotate>Arbitrary, and the software plugs in the angle needed to make the line you drew with the ruler to be horz/vert. I'm not sure what tolerance there is... but I'd guess you need to be within +/- 10 or 20 degrees...which is a LOT, so for your application... sounds like it should work.
