it appears to have been processed to bring all tonal range to the same dull gray.
did the highlights slider go to -100?
Surfaces that are getting direct sunlight are barely brighter than surfaces without; this doesn't look natural.
This image is lack vibrancy, and brightness on scene that looks to have been taken in direct morning/afternoon sunlight.
