Step-down ring question

I just got an Opteka 67mm fisheye lens and it turns out it's not 67mm; rather, it attaches to a 67mm only with an adapter ring. The result is that the image seen is a circle surrounded by black. This makes sense, as how would a the camera get the whole picture with a smaller lens in front partially blocking the view. But I see that step down or step up rings are used/discussed/sold fairly often and I haven't read about this complaint so maybe there's a way around this problem that I'm unaware of. Or am I an idiot for expecting the adapter ring to truly allow incompatible lenses to be compatible? Does anyone have any insight into this problem? Thanks.

Most thread-in fisheye attachments WILL create a round image, surrounded by black. That's been my experience with what they are like. Step-up rings and step-down rings are widely available through big photo dealers. I do not think that ANY combination of step rings will change the issue you are experiencing.
