Swimming at dusk... Does it work? (C&C please)

I shot this bathing beauty in the river at dusk. I did some light post-processing but did not change the color temperature. I think the overall coolness adds a dreamy feel. Does it work?

I love the mood and the sense of wetness on her arm. The composition works well. My eyes are not so comfortable with the blur, unfortunately. They keep trying to focus without success.

I think her hair has too much density, too much contrast to fully "sell" the dreamy look. I really do like ethereal and soft-focus, diffused type glamour images...I'd try something that significantly lightens up the mass of dark hair, and maybe slightly tones down the specular highlights of the flash on the water that's on her arms. I just want to see into the black areas a little bit more.
