The picture is... how to say... dead?
 
The horizon is centered and slanted, neither of which is good for the composition of the photo. (Rule-of-thirds). You can srtraighten the horizon and crop away a goodly potion of the sky to move the horizon higher in the image frame.

The bench is also fairly centered left to right. Consider cropping some off the left side of the photo.

The heavy overcast makes for very flat lighting and the photo is under exposed adding to the flatness.

The forground is pretty cluttered with debris, though the bench does partially hide the 55 gallon drum that has washed ashore.

Here is the horizon straightened and you can see how tilted the camera was:
