Technique used by Diego Ravalico

I am absolutely fascinated by Diego Ravalico and his special technique

As an absolute new-comer in the area of photography and post-work, could someone give me a hint in which way such style could be achieved?

google HDR, as I reckon a lot of these shots use this technique, similar can be achieved by over the top PP in PS. H

He is using a texture in the sky and doing a lot of dodging (light portions) and burning (dark portions) using image editing software.

I don't see any evidence of HDR. As consistent as the toning and sky in the images are, I would almost bet he has developed a Photoshop action that he uses as the basis for his post processing.

Basically, it is all done in post process.
