teleconverter bigger to smaller?

I know there are 2X and 3X and whatever teleconverters that allow you to get a greater zoom but are there .5X or such converters that allow your lense to get wider? I have never seen or heard of one, so I am doubting...

I have seen them for digital cameras, typically they're 0.75X but I have seen some at 0.5X.
From what I've noticed they appear to be camera specific but I'm certain other members will impart more info'.
