I can't seem to make all my pictures "pop". More contrast?

Did a quick crop and a little levels adjustment. Better?:

EDIT: If I look at the photo when I open it on my computer it seems much more vivid than on this website.

that's because you have uploaded it in the RGB colorspace which displays as muddy and dull.

In your PPing routine, just before you save the image for the web as a jpeg, CONVERT it to sRGB. Not assign , CONVERT (Edit>Convert to Profile)

Some cropping, straighten things up and a little less contrast would help this image quite a lot, the idea behind the angle is good.

I think, in this case, the downward slope of the horizon really works to give that sense of sriving into something bad.
