ugh, just realized KEH is based in Atlanta

Maybe I should not say IRS, it should be the state Department of Revenue people. 2 companies that I worked for in the past, they did being audited by them at one point of time. They came to the office around 8 to 9am every weekdays and work til 4 to 5 just like a regular employee. They request all the materials they need in the past x years (maybe 3, I forgot exact number). I believe the ask for invoices and purchases plus more.

Both businesses and individuals need to pay GA state sales tax or use tax. As for out of state purchase, the transaction happen when the agent deliver the good to the buyer which happens at the buyer state. So tax is due in the buyer state The agent could be UPS / Fedex driver, postman or any other delivery person. This was told by a post inspector.

THe issue is that arbitrary enforcement has been struck down in GA courts. So while it's a tax you're 'supposed to pay' it can't legally be enforced on individuals unless the state begins enforcing it a large portion of the time.

I see. I think sometimes very soon, the gov will find a way to enforce it. I read a news article about Amazon.com thinking about or planning to do same day delivery (or next day for regular shipping) in which they will need to collect sales tax in almost all the states that they offer such service. In that case, I believe they know their advantage of not collecting sales tax may gone soon. In order to complete with local business, they need to find a way to deliver the merchandise faster.
 
Some states are enforcing it and people have had to pay. Not sure if FL is, but I'll letcha know if they come after me for my D800 purchase from BHPHOTO

You can just have them delivered to me. No problem! LOL!
 
In Canada when we purchase online from out of province the merchant adds the sales tax at the provincial rate where the goods are delivered. When purchasing from out of country the customs department assess the due tax and either bill you or most often is collected by the shipper upon delivery. We can not avoid our taxes. Most goods and services are taxed at both federal and provincial levels.
