Underexposed, IMO. This is a scene that's very difficult to deal with due to the difference in light intensity between the overhead lights and the shadows/walls. I assume this was shot as a jpg, although RAW is always better for this sort of situation because you are better able to pull out detail in the raw conversion process than on the final image file, but you still might be able to pull a little more detail out of the shadows using curves or other tools in PS.
