There are many ways to get there. Depends what software you are using. I will assume photoshop. This is probably the fastest way to get relatively close to that.

Duplicate the background layer.
Change the layer blend mode to "Overlay".
Add a gaussian blur (try around 5-8 pixels ).
Then lower the opacity of the layer until you get a decent "glow" to the image.
Then you can create a black and white layer and lower the opacity until a little of the color starts to come back. (maybe 80% Opacity ). Or open a Saturation layer and lower the saturation until most color is gone.
Open a Curves layer and make any final tweaks to the contrast of the image.

There seems to be a bit more going on here. Looks like they overexposed it a bit and also did some desaturation. Too much contrast imo.

Thats a different picture in the second than in the first. Not that it matters much.

You can try to just overexpose an image. There might be a setting for super desaturation. Do you not have any editting programs?

it went something like this.

reduce saturation
adjust levels
duplicate layer
apply blur to new layer
change blend mode of new layer to screen or overlay
adjust opacity of new layer
merge visible layers
make final levels, tone, and saturation tweeks

Here is my rendition using these steps:
