Was this a portrait that was set up by you? Or was this a street capture that the subject didn't know you were taking?

It could be straightened for one. It would improve the image if the bench was not directly behind him. The image lacks contrast and a clear point of interest. There's just not much of a story going on here.

O hey tyler, thanks for the feedback. It was a turn around and pull the shutter type shot. I saw the guy at the last second and went for it. I am still learning photoshop as well.

1. Straighten the horizon line.
2. Lightly and carefully dodge the blacks in his clothing to add a bit more detail.
3. Put a good title underneath it. A good title can make a photo seem "better". That works via the power of suggestion, and helps to provide a context for the viewer's mind.

Some cameras have the ability to level the horizon line in camera, or your PP software can do it as well. You might as well convert this image to monochrome, as there isn't much color in it anyway. It might even improve it.
