What is the best format to save as in lightroom if I wanted to make highest quality prints?

The format and color space the print lab wants, or that your printing device can handle.

Most online print labs want JPEGs in sRGB. Some can handle embedded profiles, some can't. Some online print labs can print from JPEGs in the Adobe RGB color space, and some can't.

None want TIFFs, any 16-bit depth or layered files, because they take up to much storage space. Some labs will print from flattened, 8-bit TIFFs, but even then they don't like the larger file size TIFFs have.
