What Hawk?

A great blue heron and some type of hawk but I'm not 100% on what kind. From all the I.D. web sites I looked at it appears to be a short-tailed hawk. Can anyone confirm?

Thanks, Jeff. I rarely see them on the ground and this one bolted as soon as it spotted me ...before I could get a good frontal shot of course.
