What is CS3 Element?

Two days ago on my cup a tea I went to the local shop to see if there is reduced price lenses. I walked into software section and there I saw that Cs3 element for $130, or somewhere near that price.

Can anyone shed some light as what it is? in nutshell of course.

CS3 is the latest version of adobe's graphics suite which includes photoshop, illustrator, flash, after effects, and elements.

Elements, from what I understand, is just a basic version of photoshop. It's photoshop without all the bells and whistles.

That's all I know. I've never used Elements, but I do have Photoshop CS3, Illustrator CS3, and Flash CS3.
