I have no idea what this is attached to a piling near a boat loading ramp - dock. I have no idea why I like it but I just do.

I've seen them attached to keep people out - like a nasty little fence. Pretty tough to climb around that thing. Not sure if it makes sense in your situation.

Yes. It is a device intended to make it difficult to enter. Usually it is used at the end of a fence, where the fence can go no further on account of there being water or a steep dropoff, and you want to prevent people from "climbing around" the last pole.

Good eye! It's visually quite interesting, and I do like the red of the.. whatever it's called .. against the green grasses.

I'm guessing the pipes were placed later on. What are the white board-like things?

I don't know, I was thinking aluminum or plastic strips. I thought they where pieces of home siding but not so sure of that.If I could have got in there with out getting wet and muddy I would have tried to lose the white strip behind the what ever it's called. The one piece uneven with the rest and blown out.
