what is the best editing program

Using Photoscape this end. Found it for free on the interwebs. It does for us but you might find it too basic. It allows basic contrast and brightness tweeks crop and resizing.

Photoshop is the best tool, although you can also use GIMP.

What's the best car?

Depends what you expect it to do. For some, it would be Photoshop CS5 because it has almost no limits of what you can do with your images. For others, it would be Lightroom for the ability not only to edit photos, but also to organise them in a practical database. Some will like GIMP, because it's free, and others Picasa, for it's simplicity.
