What is this ? Help needed...

I need some help... How can I achieve this kind of effect? I already saw a few photos with something similar and I thought it is some kind of experiment with long exposure, but you see here that there's no way that long exposure is used... So, what kind of effect is this?How can I achieve it with Photoshop, or do I need some kind of plugin that does this?

THANKS A LOT for help, I really want to know how to do this. If anyone knows how, I would really be thankful for help.
