1/40 shutter
f/22 aperture

This only happens when I'm using a small aperture. It's a Vivtar Series 1 lens that I bought a ring mount for(to fit to my EOS body).

dirty sensor. Try other lens with small aperture.. you probably see it too. If not, then one of the lens element is dirty.

what are you specifically refering too ? the white haze in the middle?

I assume so; if that's the case, than nothing other than age. Series 1 lenses were only ever decent lenses at best; that looks to me like aberration caused by either elements starting to separate or excessive cleaning of the rear element (damaging the coating), or haze on one of the internal elements.

Every one of my "less expensive" wider angle lenses has that same "hot spot" in the center of the frame at tiny apertures.

I've learned to shoot f/16 or wider with those lenses, that seems to alleviate it. You can test this out on a piece of black contstruction paper. Start at f/22, and keep stopping down until the hot spot disappears.

I'm not sure there is anything physically wrong with your lens.
