I am about to buy a Canon DSLR I have a choice of either the EF-S 18-55mm f/3.5-5.6 IS Lens or EF-S 18-135mm 1:3.5-5.6 IS.

The consumer in me says that the lens with the wider range is better but is their a tradeoff in quality?

Also I am a beginner could you guys tell me what would be the ideal focal length lens for doing outdoor, single or family portrait with some background?

Unless you plan on adding a longer zoom right away, I would recommend the 18-135. One of the first things I felt I was lacking when I just had the kit 18-55 was more reach.

However, also depends what you're going to be shooting. If you don't need the longer reach, and the kit with the longer lens costs more, get the 18-55 and put the extra money either towards a 50mm 1.8 or a speedlite, especially if you're gonna be doing a lot of indoors work.

There would be little difference in quality between the two lenses. I would get the 18-135mm IS lens. It's a nice lens. Then I would save and get a 50mm 1.4/1.8. One of the best cheap things you could buy is this. ;)

Welcome to TPF! :)

Well, if your gonna only have one lens, then the EF-S 18-135mm 1:3.5-5.6 IS would be the one to get.
