Both.

An alternative to a GND filter is to take 2 shots - 1 exposed correctly for the sky and 1 exposed correctly for the land.
Then composite the 2 images post process.

I added 2 stops (+2 EV) of exposure to just the land, and adjusted the color of the sand (local edits/adjustments).
I added some Vibrance to the sky.
I increased the mid-tone contrast of the entire photo (global adjustment).
I added a very thin black border.
