Will this work for a Macro?

I'm needing a Macro lens to take close up pictures of inside my fish tank. I have a Canon EOS Rebel.

The 2 Lenses I have are the standard 18-55 and I have
Canon 55-200 mm f/4.5-5.6 II USM EF Lens

When I try using the 55-200, I can't get it to even come close to focusing.
If I use the 18-55 I can't get it zoomed in close enough. Am I simply getting too close or do I not have the setting set right?

Would love some input. I don't have the cash right now to spend the money on a new lens.

I am afraid you are not going to be happy with the performance of either of those lenses for macro.
 
there is a minimum focusing distance...and you aren't getting "close enough" because the 55mm focal length is not long enough/the focusing is not close enough.

the 18-55 will be the better choice, but neither are macro.
