Something that seem's a problem to me is there are so many things built into phones today I believe they have become a jack of all trades and master of none! Now I don't have a clue how that was done but my guess would be some type of computer program or maybe an edit program of some kind. If you'd like to buy a special rifle for shooting, don't go to a shop specializing in fishing equip!

On android you are going to want google photos.
once you have brought up the image you need to edit it and the pen option is found in the markup section.
for reference i am using a google pixel 6 other androids may give a different experience
