This seems un-natural on several levels. Is this one photo or several just pieced together. There is something odd about the cast shadow on that pole off to the left.

Hmmm I actually like it a lot.

10-7= Out of service, at a police funeral they say the Officers name End of tour date (Day of death) and then they say 10-7 for the remainder.
