300D won't open past 4.0

I'm shooting with a 300D, Digital Rebel. I have a 28-125 USM Canon lens on there, and the max aperture should be 3.5, but even zoomed all the way out, the camera won't register anything larger than a 4. I tried it with an old 35-80 non-USM, but I got the same result. Suggestions?

The problem is likely in the lens, not the camera.
