A flowery gift to the ghetto

While not actually in the ghetto (but not in a great place either), I found these flowers attached to a fire plug. I don't know if someone might have died here in a car crash, as sometimes you find makeshift memorials like these near accident sites on the highway, or if someone just wanted to spruce up a really ugly area.
