Yup. Only thing I see wrong with it is that it appears that they have a phase conductor plugged into the neutral position. Other than that, nothing really unsafe about it as long as it stays put.

I'm going to disagree with you there Scott; a floor sander is a high-current draw load, and if those wires (bare conductors shoved in the outlet I assume) don't make good solid contact you're going to get arcing, heat build-up and possibly fire.

Not to mention you are moving the sander which could pull the wires out.

The blades in the receptacle are designed to provide a spring action which clamps down on whatever is plugged into them. As long as the wires are plugged in they will have a good, solid contact. I've seen construction sites, not just single tools but extension cords strung over the entire site, plugged in the same way many, many times. I have yet to see them arc or cause a fire.

Not to mention you are moving the sander which could pull the wires out.

Why is pulling the wires out a problem other than the sander will stop? Pull the neutral, both phases are open, the sander stops. Pull one of the phase conductors there isn't enough voltage to drive the motor (120v instead of 240v), the sander stops. Pull any two wires, the sander stops. Pull all three wires, the sander stops.
