Adobe Elements 11 anybody?

So im trying to create a seamless sequence of photos and when I try to layer I cant figure out out to add multiple layers to one pictures.. I konw its confusing but when I add one picture it doesnt give me the option when adding a layer to add another picture like other photoshops so I cannot for the life of me figure this out. Anyone have any idea?
