I have been looking at getting the B1600, but I'm a little confused. It says that it has 640 true Ws, and 1600 effective Ws....

Whats the difference, and which one am I actually getting?

You will be getting 640 Ws.
Some things are subjective, but you will have close to 640 Ws.
I have one and I like it.
