Cute kid. The picture IMHO has some WB issues, too yellow and OOF.

His expression is so everyone will want to cuddle him and make up for whatever it was that made him look like this. So that aspect has sure been captured.

But the photo as such has some technical problems, which have already been addressed by El2, it is too yellow, and it is not entirely in focus. Those pleading eyes and curved eyebrows would definitely need to be in focus, really sharp, and his skin should certainly not be this yellow. The latter can sure be worked on in pp, in order to achieve total sharpness you MIGHT have taken this in too little light for the AF to really, really get this one in focus.

DANG what a cute kid. Technical issues or not, I LOVE this shot. I think the composition and expression are both excellent. I do agree with everyone else though about the yellowish skin. I know how easy it is to not notice something like that though. I gave my grandma blue hair in one picture, and didn't notice for a month or more. Had the picture framed and in the living room, and one of my photographer buddies walks in and says "Is her hair really that blue?!" I looked and sure enough, her hair had a strong blue tint that I had just never noticed. It's weird how that works.

Along with the WB and OOF issues I think it's just barely underexposed IMO. I think a larger aperture giving it some DOF could help fix with the BG being invasive and that underexposure. Isolating that cute kid from the BG could really give this shot a real boost. Just a few nit-picky things on my end.

It's still really great though. Nice composition and all that. : )

You would get some great shots if you thought more about lighting instead of using flash, sit him close to a window and find something to reflect a bit of fill light or buy a 3 in one reflector
