I don't know Russian, but I doubt very much if "uptalking" is a normal feature of that language.

Uptalking is a pet peeve of mine, and if somebody is doing that a lot on TV, I will change the channel or turn it off.

So even if I could understand this, I would not watch the entire video because of the uptalking.

"Uptalking", for anyone who does not know, is ending each sentence as if you are asking a question.
