Battery Recharging

I've got a Nikon D3100 and according to the info screen it's showing that my battery is partially discharged. One of the three solid blocks inside the battery icon is missing leaving only two remaining.

So I put my battery in my charger and plugged it into the wall but the light did not blink. It blinked momentarily but then it just shut off to nothing after a few seconds.

Was wondering if maybe I can't recharge only a partially discharged battery?

You can recharge a partially discharged battery.

How many solid blocks show with the battery put back in the camera after being in the charger?

It still shows two solid blocks. I didn't leave the battery in the charger really. As soon as I noticed it was not blinking (recharging) I removed it and placed the battery back in the camera.

Maybe according to the charger the battery is still charged close to full so it won't bother trying to recharge.
