I have no idea whether stabilizer mode 1 or 2 is better in case I need IS for some reason tonight. Shooting football.

It's a 70-200 f/2.8 L IS II USM on a 7D

I use mode 2 usually. It seems to be more fluid than 1

I think mode 2 is more for panning, so for football I think mode two will be good. I will be shooting volleyball tonight with the non-IS 70-200 f/2.8L and I think with stadium lights IS may not be needed. I was messing around last night with the thing and it handles low light pretty well with now IS, deff be way more light at tonight's events than what I was playing around with.

So, make sure the share your football shots, and I'll share my volleyball pics!

Your shutter speed should be faster than what you need for IS. In which case it can actually cause you vibration issues if it is on.
I believe the Canon IS modes are 1 is for hand held and controls vibrations in all directions. 2 is for tripod and panning.
If you are not on a tripod/monopod you want mode 1 for sports. If you are on a tripod/monopod mode 2.
