blurring the backround

I was out taking pictures of one of our local missions this morning. I was using my nifty fifty as I wanted to blur the building in the backround. It didn't matter what I did I couldn't blur it. Was the shutter speed the culprit? I honestly don't remember why I had it this high. SS 1/1600 F1.8 ISO 100. I get to go back to try and do this again anyways hopefully I wont have to deal with another tour walking into my shot lol. I was trying for the cross and then the shadow as well.

They were to far away. Read up on depth of field and how it works.
