I've been looking online for instructions on making a bromoil print using photo editing software but I haven't found anything useful. Has anyone ever tried making one?

you might try something along the lines of a lith photo which can be done with PS.
check out a book called PHotoshop Fine Art Effects Cookbook, that may be helpful in figuring out a way to get your started in making a bromoil image.
