I mean there isn't much to say other than you just have to keep practicing. It's okay, but obviously the bicyclist is still pretty blurry. Maybe a slightly faster shutter speed would make it easier while retaining enough motion blur to keep the panning feel you were after.
 
Looking at the back of the bike in close up, I see that it's sharp making me think that my panning motion was actually quite smooth. My guess is that the biker steered slightly as I took the photo causing the blur in the front. Does that make sense?

That's what I was getting at with saying try a slightly faster shutter speed. You want the absolute minimum you can get by with and still create motion blur. Otherwise your subjects movement itself will cause 'interior' motion blur.
 
Honestly, that's pretty darn good for a first attempt. Keep trying! Figure out angles and stuff that will help minimize the lateral movement of the subject while still having the background move, and like it was said above a slightly faster shutter speed would have been good.
