Juvenile Red tail hawk. The lack of coloration on the breast is a good sign. It is too big for a juvi cooper's....
And yes they have yellowish eyes...

I'm convinced as to the ID, and thanks. So what's he/she doing hanging around the center of urban St. Louis? This isn't what I think of as a city bird -- just passing through?
