camera resolution comparison

Is there a difference in a photo taken with a 2 to 4 megapixel camera when it is turned down to 1024 X 768, and a cheaper camera that works natively at that resolution?

The reason I am asking is that I have a website that clients can upload photos to. I would like to be able to provide cameras for them. Some of these users being non-techies may not know how to resize(with a camera, or software). The largest photo I have the server set to accept is 1024 X 768.

So you can see, if the image would be virtually the same, it would be much easier/ cheaper to provide the lower res. cameras.
BTW these are just going to be car pics.

If you lower the resolution to 1024x768, you won't see a difference. You only see a difference in quality when you blow a foto UP.

You MAY be able to find a digital camera that you can play with and lower the settings until it gets close to 1024x768, but I'm not sure if it'll be that exact size.
