Comic like HDR?

So I found a musicvideo yesterday, it's using a HDR effect. I kinda reminds me of a comic. I've tried to get the effect, but found nothing like it.

Anybody know how to get the same effect on your pictures? (Stills ofc).

I'm using Dynamic Photo HDR.

Looks like this is dragan effect which is them either applied frame by frame or imported into Adobe After Effects or Adobe Premier as a layer

By the way if you want to achieve this effect there's hundreds of tutorials off a google search and there's even a actions for photoshop :thumbup:
