Continuous lighting, viable in studio?

I'm a photographer on a really tight budget so every penny counts. I've been dabbling in strobist photography with speedlights and umbrellas. What I have been wondering is how good those continuous lighting kits are compared to studio strobes.
When I say continuous lighting I mean those fluorescent kits that are coming in from china.

If every penny counts then don't waste them on those cheap kits.

There are many 'pro-grade' pack/heads systems on the used market that would be a much better value.

How cheap we talking?
