I was unsure about what the whole point of the video was...I mean, California has like 38.9 million residents according to recent census data, and loads of people who live in California's many citites and many, many towns...and these 38.9 million residents use electric lights, so the night sky is bright in many areas in California...Utah is almost devoid of people by comparison with California (Utah's population was 2.43 million in 2014) and has very few cities and not that many towns...and it has lower levels of city light at night.

I just liked the visual effect of nighttime, time-lapse exposures. If the creator was actually providing a scientific examination of light pollution ... why the music? But then again, if this was solely an exercise of artistic expression ... why the light pollution titles? I choose to essentially ignore the reference to light pollution and enjoy the show. I was thoroughly entertained.

Light Pollution

Less than 100 years ago, everyone could look up and see a spectacular starry night sky. Now, millions of children across the globe will never experience the Milky Way where they live. The increased and widespread use of artificial light at night is not only impairing our view of the universe, it is adversely affecting our environment, our safety, our energy consumption and our health.

Even the most remote low light areas still have planes fly over.

But planes don't contribute much in the way of light pollution.
If you're doing some astro-landscape you might not want the planes lights in your photos, so just wait a couple of minutes for the plane to clear the FoV of your camera lens.
If you're doing of astrophotography a couple seconds might suffice since you'd likely have a way smaller FoV:

Years ago (1980's) our town had a fairly active "dark skies" effort, led mostly by the local high school astronomy teacher. Since then, that effort seems to have petered out. A couple of years ago we got this:
