Is there any lens that is worth buying for $300?

You can probably get a used 70-300 Nikkor lens for that, or maybe a little bit more. But at 300mm an Elk at a mile is going to be nothing more than a spot on the image. As KMH mentioned somewhere above, you need something in the 2-THOUSAND mm range for a 1-mile shot.

Take it for what it's worth, but at that kind of range and that kind of subject I'd be looking at telescopes with a T-mount to hold my camera.
 
I dont need to see the hairs on the elk, I jsut want the people watching the video to be able to see that there is an elk there.
 
Here is an (admittedly lousy) uncropped shot of a White Tail Deer taken with a 500mm lens at about 122 yards. An Elk is probably twice as big but the range is going to be about 14 times as far. With a 300mm lens you'll barely see the Elk at all.

is that lense zoomed all the way in?

It was shot at 500mm using a 150-500mm lens so it was zoomed all the way OUT at it's longest length.
 
I've never used a Nikon v1 but i have read that with a 2.7x crop factor, an f mount adapter and 70-300 lens you would have about 800mm fx equivalent for under a grand. Might be worth investigating.
