Days with low light

Hello:

In Lima we are now in summer, but the sunshine quickly disappears, and I could take a photo like this, where some take advantage of this way to the beach:

For now, I only use a compact camera, and in your opinions, how could I improve this kind of picture at this time of day?

Because I would like not to have to edit, but try to make the best possible at the time of taking the photo.

Different angle.
Better composition.
Different saturation.
Better time of day.
Different light.

All in all it looks too much like a snapshot.
