Dried up waterfall (looks like a giant brownie)

Just hiking near my house to check out this waterfall after the rain but it was barley trickling so I took shots of the this shiny part right where the falls dumps over. Thoughts?

Thanks I was hoping for water flow the day after a good rain but CA has been so dry it was only trickling. The ground sucked it all up-

Thank you- Yeah there are several falls not as large that you can hike to but this one is only 10 minutes from the highway.
