To answer the question. Buy a cheap point and shoot and use the built in flash. Pretty much what it looks like to me.

I agree. I don't see any sign of post processing or an advanced camera. Even the flash on your phone's camera will probably achieve this.

I don't think a camera phone will achieve this. Look into Lomography. It's all about cheap, expired, crappy film and overpriced plastic cameras, but that's what creates those kind of images.

Buy a cheap digital p&S, put it on AUTO and snap a picture. Voila!
