Editing programs?

I need a program to where i can have a black and white photo and be able to add color, example have the person in black and white and have leaves as color, anyone help, any free downloads out there??

Just FYI, this type of editing (selective color) is not very well viewed by most anymore...
but GIMP is a free program and you can work in layers just like photoshop.

Actually, you start with a color photograph.
