+1 to what Arkanjel said, the glow on the hands does distract from the dusty part of the shot - maybe try boosting the contrast a lot, throw the background into black, whilst keeping the whites bright on the cloud and (because its blown anyway) the hands - that way at least you've shifted the image into having two bright attention drawing points (hands and then the dust) rather than the hands and a brighter dusty cloud that (comparatively speaking) can be lost a little to the dusty/hazy overall remainder of the shot.
