Etiqutte on how to contact a site adminstrator?

Good afternoon everyone. I have a couple of questions and I was wondering, on this forum, what is the proper way to contact a site administrator? I need to talk to one that is available today. I did a search on the forums and I could not find a post. Thank you very much!
