Its soft, and the composition doesn't do much for me.

with a ND filter i was hoping the water would be silky smooth and flat

Using NDs will not automatically cause smooth as silk water.... using a long exposure will. Without knowing the shutter speed, my guess is the camera merely thought it was dark, and upped the ISO, and opened the aperture.

what he said...

also, the composition is boring to me.

Lol, the purple came from the sky/PP.
I used it because my camera loves to overexpose the sky, especially in longer exposure times.

I shot that one on 1/3, with the ISO at 80 (to help with the overexposure).
I would have had a longer exposure time, but I was holding my camera a couple inches above the lake, and my hands were a tad bit shaky.

Any suggestions on improvements?

Buy a tripod. Not a cheesy $30 Wal-Mart job.

A real tripod.

what i tried to explain to him was that since ND filters allow prolonged shutter speeds to be possible, with his subject of interest being the water, I expected him to use it for its intended purpose and have the waters looking smooth. i didn't bother to check up the EXIF info so i didn't know what settings he used

How would a tripod help me 2 inches above a lake? :3

haha, but yeah, I need to get myself a tripod, just haven't gotten around to it.

and @ NayLo, yes I understand the ND will help me with longer exposure times, meaning smoother water, etc. But as I stated, I was holding my camera right above the surface of a lake, so keeping it still wasn't easy.

I need a ND Filter since I am going to Florida, it would help for sunset pictures... Great photo though!
